After three years, the contract has not yet been ratified by the Greek government and that is why the trans border institutions of the Agreement have not started functioning yet. Prespa has several problems, not only the incomplete Contract. MES, PPNEA and SPP \u2013 non-governmental ecological organizations coming from the three countries which share the Prespa Lake have formed trans border network of NGOs, aiming at greater activity of civil societies in the international collaboration which will repair the faults in the environment conservation caused by the inactivity of the three countries.<\/p>\n<p>2<sup>nd<\/sup> February is an important day for Prespa. Not only that it is the World Wetlands Day, that is, it is a special day for the Ramsar \u201cwater habitats with international significance\u201d, an example of which is Prespa, but also on this day, the prime ministers of the three countries created the Prespa Park, which is the first trans border park in the Balkans.\u00a0 On this same day in 2010, the Agreement was signed by the Ministers for environment and the EU commissar for environment. This means that the three countries and the EU decided on the manners of protecting and managing the park, as well as implementing sustainable development.\u00a0 The decisions for permanent mechanisms for trans border collaboration of this agreement were internationally supported and the three countries were congratulated on the choice of modern managing methods. These mechanisms are ambitious when it comes to the region, and the agreement is greatly inventive, having in mind the dynamics of the Balkans.<\/p>\n<p>After the long and bureaucratic procedure in the last three years, the Agreement has been ratified by all the signers except the Greek government. Greece is the last country which has to complete the process and to fulfill its obligation from 2010, with the help of which the manner of protection of Prespa is going to be revolutionized. Without the complete ratification of the Agreement, the trans border institutions which are going to monitor and coordinate the protection measurements for the Park are not going to be able to start working. At the same time, affected public and private groups from the three countries separately continue to implement protection, monitoring and management of the important trans border habitats, to collaborate with their neighbors, but without a wider plan which encompasses the whole water basin. The water, the forests and the animals go beyond the limit, but Prespa is left in a paradoxical situation in which the efforts for a complete management are suffering because of the frustrations caused exactly by the borders.<\/p>\n<p>That is why the non-governmental ecological organizations which are active in this region have decided to take the initiative again. MES, PPNEA and SPP have joined their forces in a permanent Network of non-governmental ecological societies for the Prespa park in order to work in the spirit of the Agreement: they ease the exchange of data among the countries; lobby for a better management of the environment; provide technical aid for the countries and work together on field when it comes to monitoring and exploring the treasure of species and habitats in the Prespa Park.<\/p>\n<p><i>By working together with several national parks and municipalities from the region, they will aspire to conservation of the environment in Prespa by introducing the locals to nature\u2019s example which is to be followed when decisions are made, decisions which go beyond the lines drawn on the map.<\/i><\/p>\n<p>Note form the editor:<\/p>\n<ol>\n<li>The Prespa basin is located in the south part of the Balkans and is divided among three states. It comprises two lakes, the Big and the Small Prespa Lake, which are located at an elevation of 853 m, even though many of the surrounding mountain peaks are higher than 2000m.<\/li>\n<li>The Prespa Park is formed in 2000, with the mutual Declaration of the Prime ministers of the three countries. The park is aiming at protecting the ecological values of the region by mutual collaboration among the three countries and promoting economical prosperity for the locals from the three countries. The trans border Prespa park is the first trans border protected area in the Balkans. The Agreement on the Protection and Sustainable Development of the Prespa Park Area was signed by the three countries and the EU Commissar for Environment. This contract provides trans border institutions which will operate with and regulate the park, the Committee for managing the Prespa Park (which will monitor and coordinate the activities which will be implemented according to the Contract), the Secretariat (technical and administrative body) and the Water Management Working Group (comprised of competent bodies coming from the three countries\u00a0 which will give recommendations for an integrated management of the river confluence according to EU Water Framework Directive).<\/li>\n<li>The network of non-governmental organizations consists of: MES (Macedonian Ecological Society) with its headquarters in Skopje, SPP (Society for Protection of Prespa) with its headquarters in Agios Germanos and PPNEA (Protection and Preservation of Natural Environment in Albania) with its headquarters in Tirana.<\/li>\n<\/ol>\n\n<p><!--:--><!--:MK--><\/p>\n<p align=\"center\"><strong>\u041f\u0440\u0435\u0441\u043f\u0430
